6、控措施仍然有效，聚集性疫情偶发，居民消费短期内难以有效复苏，而境外疫情发展对出口产生的不利影响仍在持续，多地提出要加大投资力度，并出台了以基础设施投资为主，以鼓励消费、减税降费为辅的经济刺激政策。我们在对部分省份已公布的投资项目清单和刺激政策进行梳理后发现，许多地区规划的新一轮基建投资项目不够绿，刺激政策的绿色举措不够多。本文认为，新一轮基建应充分重视绿色转型，大幅提高绿色项目数量和绿色投资占比，严格遵循环境标准，并对绿色项目给与足够的激励机制。一、新一轮基建项目清单不够绿 据不完全统计，多地政府先后公布了总额高达 37 万亿元的投资项目清单。通过对各省已经公布的新一轮基建项目清单进通过对各省
